摘要
推进农民工市民化是统筹城乡发展的重要课题,是推进以人为本新型城镇化的首要任务。江苏省把加快实施城乡一体化协调发展、不断提高城乡居民的就业质量和收入水平,作为促进国家新型城镇化试点省份的重要职责。在新形势新任务面前,要创新理论思维、管理制度和实践路径,深刻认识农民工基本内涵和总体特征,科学分析造成农民工权益保障缺失的成因,有效凝聚统筹城乡协调发展的社会共识,破解制约农民工市民化的体制机制障碍,为加快新型城镇化积极建言献策,营造共建共享、和谐诚信的城乡可持续发展环境,团结动员广大农民工为实现中国梦而不懈奋斗。
Accelerating urbanization of the rural migrant workers has become a major issue to balance urban and rural development and the first task to promote the establishment of people-oriented new-type urbanization. Jiangsu province has determine the acceleration of implementation of the coordinated development between the city and countryside as well as continuous improving of employment quality and income level of residents in city and rural areas as the major responsibility to promote our country’s new-type urbanization in pilot provinces. Faced with new situation and new tasks, the province should innovate theoretical thinking, management system and practice pattern, deeply learn about the basic connotation and overall characteristics of migrant workers, scienti？ cally analyze the reasons of the lack of protection of legal rights and interests of migrant workers, effectively forge social consensus to coordinate development in urban and rural areas, remove institutional constraints hindering the urbanization of migrant workers, to actively offer advises and suggestions to accelerate new-type urbanization, create harmonious and honest environment of co-constructing and sharing for sustainable development in rural and urban areas, thus to unite and motivate the majority migrant workers to ？ ght together for the achievement of Chinese dream.
