2012~2014年间,全国7个省市陆续启动碳排放权交易试点工作。各地方政府在碳减排领域陆续出台一系列推动政策,推进碳排放权市场交易。在碳排放权交易规则方面,试点省市均将高耗能行业纳入重点排放管控范围,其配额分配方法基本为历史排放法及基准线法,多数试点配额以免费和部分有偿的形式发放。在碳排放权市场交易方面,北京试点交易情况良好,成交均价保持平稳;广州市成交均价降低趋势明显;天津市碳交易市场在履约前后日均成交量大幅增加;深圳碳交易市场成交均价平缓降低,年底和履约前后交易较为活跃;湖北地区受产业结构影响,控排企业较多,规则门槛低,市场交易比较活跃;上海的区域合作模式及低碳纪念卡等方式使得交易活跃度较高;重庆地区受地理位置及经济发展程度影响,成交量较少。各地区交易活跃度不同,主要原因是交易机制各有不同,部分试点省市政策有待完善,交易主体单一、多元化参与度不足,产品结构、交易形式单一,市场服务机构同质化现象严重,政策监管措施不完善。应建立统一的全国交易平台,实现跨地区合作,丰富交易形式和产品种类,完善碳交易会计准则,完善市场机制和监管措施,加大监管力度,以促进全国碳排放权交易市场健康有序发展。
From 2012 to 2014,seven provinces and cities in China launched carbon emissions trading pilot project,and the local governments formulated a series of policies concerning carbon dioxide emission reduction to promote carbon emissions trading.In terms of carbon emissions trading rules,all the seven pilot provinces and cities bring high energy consuming industries into key emission control range.Historical emission and baseline methods are basically used for quota allocation,and the quotas are issued for free and partially paid at most pilots.In terms of carbon emissions trading,the Beijing Pilot is doing well and the average transaction price remains stable,the average transaction price of the Guangzhou Pilot presents a decreasing tendency,the average daily turnover of the Tianjin Pilot increases substantially after trading performance,the average transaction price of the Shenzhen Pilot decreases slowly and active transactions occur at year end and before and after trading performance,the Hubei Pilot has active transactions due to large number of emission control enterprises and less stringent rules as a result of its industrial structure,the Shanghai Pilot has active transactions by means of regional cooperation mode and low carbon commemorative card,and the trading volume of the Chongqing Pilot is low as affected by its geographical location and economic development.The main rea-sons for different activities of different regions include diversified trading mechanisms,imperfect policies in some of the pilots,single transaction subject,lack of participation in diversification,single product structure,monotonous trading form,market service institutions with high homogeneity and imperfect regulatory measures.In order to promote the healthy and orderly development of national carbon emissions trading market,a unified national trading platform should be established to achieve cross-regional cooperation,the transaction form and product variety should be diversified,the accounting standards for carbon trading should be i
