摘要
基于SFE框架,从区域创新体系的结构、功能和效率等3个方面建立评价指标体系。结合比较分析法评定东部沿海六省(市)区域创新体系的主体结构,并运用相关分析法测算各创新组织单元对区域创新系统运行功能的影响,进而指出提高福建省区域创新能力,应坚持以企业为主体,优化区域创新体系结构;强化特色区域创新高地,增强区域创新体系功能;整合全省科技资源,提升区域创新体系效率。
Based on SFE framework,evaluation index system of regional innovation ability is constructed from the structure,function and efficiency. Combining the method of comparative analysis,the main structure of the regional innovation system in the six provinces（ cities） of the eastern coastal areas is evaluated. And the correlation analysis method is used to calculate the influence of each innovation organization unit on the operation function of the regional innovation system. Further,it is pointed out that the regional innovation ability of Fujian should persist on the enterprise as the main body,optimize the structure of regional innovation system,strengthen the innovative ability of the characteristic area,enhance the function of the regional innovation system,integrate the scientific and technological resources of the whole province,and improve the efficiency of the regional innovation system.
