摘要
通过分析748件涉及危险废物的环境行政处罚案例,研究了中国与危险废物相关的违反环境行政处罚案例的特征,为涉及危险废物的行业自律及政府监管提供参考。结果表明,经济发达地区的案例数量远多于欠发达地区,涉及最多的危险废物种类为HW49其他废物,从危险废物的产生到利用和处置全过程都有相关案例发生,化学原料和化学制品制造业是案例高发行业,当前多以0~2万元的小额罚款为主。在案例特征分析的基础上,提出了相关建议。
Based on 748 environmental administrative penalty cases involving hazardous waste in China,the characteristics of hazardous waste environmental administrative activities were studied.Results showed that the number of cases in developed region were much more than that in undeveloped region.HW49 other hazardous waste ranked first among all kinds of hazardous waste.The cases almost covered all the process of hazardous waste from production to reutilization or disposal.Chemical material and chemical manufacture industry should be paid more attention since it was the more vulnerable industry.The fine amount were less than 20 000 Yuan in general.Suggestions were proposed according to cases analysis.
