摘要
省域高等教育系统是改革开放以来中国高等教育迅猛发展的重要组织支撑和新的发展力量。它在高等教育地方化时期得到有效培育,在高等教育大众化阶段快速成长,在目前的高等教育现代化阶段走向成熟。省域高等教育系统的成长得益于"调动中央和地方两个积极性"的制度设计、以精英为中心的议程设置方式和决策逻辑、区域经济社会发展的现实需求以及高等学校竞争式的发展方式。省域高等教育系统通过争取政策试点、学习借鉴同行以及内部自主创新等行动路径,彰显了其在中国高等教育改革与发展中的重要作用。省域高等教育系统的崛起有其历史必然性和发展价值,但也导致省际高等教育非平衡化等新问题。
Since the reform and opening up, the provincial higher education system was effectively cultivated in the stage of higher education localization, developed rapidly in the stage of higher education massification, and now was in the process to maturity in the stage of higher education modernization. The development of provincial higher education system benefited from the institutional design of mobilizing the two initiatives of the central and local governments, the agenda setting and decision logic centered on the elites, and the needs of local economic and social development. There＇ re such path choices of as being the policy pilot, imitation and internal innovation, which demonstrated its key role in China higher ed- ucation reform and development. There＇s its own historical inevitability and development value in the rising of provincial higher education system, which also results in such new problems as the nonequilibrium state among different provinces.
