摘要
党的十八大以来,"全面从严治党"和"建设廉洁政治"作为重要议题被赋予了新的时代内涵,"全面从严治党""建设廉洁政治"不再局限于党和政府,而是要贯穿整个国家层面,要充分整合利用社会各界优势资源。《国家中长期教育改革和发展规划纲要(2010-2020年)》中指出我国高校要"积极参与决策咨询,主动开展前瞻性、对策性研究,充分发挥智囊团、思想库作用"。在此当前形势背景中,高校建立廉政研究机构、发挥智库作用是我国当下廉政建设应该探讨的重要课题。
Since the 18th CPC National Congress, ＂comprehensive and strict governance of the party＂ and ＂building clean poli-tics＂ as an important issue has been endowed with a new era of connotation, ＂the overall strict governance of the party＂, ＂Building clean politics＂ is no longer limited to the party and the government, but to penetrate the entire national level, to fully integrate the use of social resources. The national medium-and long-term education reform and Development plan （2010-2020） points out that our colleges and universities should ＂actively participate in decision-making consultation, proactively carry out forward-looking and coun- termeasure-oriented research and give full play to the role of think tanks.＂ In the current situation, it is an important task for our country to establish a clean and honest research institution and play the role of think tank.
