摘要
本文通过调查北京市十区城乡结合部环境的现状,分析了北京十区城乡结合部存在的主要环境问题,主要从无照经营、露天烧烤、非法运营、夜间施工和违法建设等五方面展开分析,在此基础上从产业升级转型、加强行业自律、明确定位、加强管理、倡导参与、完善体制机制、加快改造进程和创新执法理念、方法等方面提出城乡结合部地区环境综合整治措施,以供相关政府部门参考实施,提高环境治理效率。
Based on the environmental status investigation of the 10 urban-rural integration districts in Beijing,this paper analyzed the main environmental problems in these districts from the five aspects such as outdoor barbecue,illegal operation,the night-time construction and illegal construction. On this basis,some environment comprehensive improvement measures,including the transformation of industrial upgrading,strengthening industry self-discipline,clear positioning,strengthening the management,advocating participation mechanism,perfecting the system,and accelerating the process of reform and innovation,are put forward in this paper. It will provide the reference for the relevant government departments to implement and improve the efficiency of environmental governance.
