摘要
从我国目前城中村基本结构与功能看,呈现出类似国外城市贫民窟的所谓"类贫民窟"现象。该现象形成的逻辑脉络是:主要由城市流动人口经济特点所决定,居住上提出了廉租屋需求,但正式廉租屋供给严重滞后,不覆盖流动人口群体,产生出廉租屋需求与正式供给之间的紧张关系,并同时把消解紧张关系的出路推到了城市非正式市场。纳入城市发展的城市化村庄,由于制度性与非制度性因素的作用,特别是城市化农民利益机制的自发形成与发挥作用,村庄演化为城市非正式廉租屋供方主体与流动人口聚居区,并在自我强化中形成暂时能够实现多方利益共赢的自平衡体系。但这种非正式流动人口聚居区,主要是自发城市化与市场化的结果,缺乏足够公共理性的介入,在传统村落格局与个别理性"主宰"下演进,致使空间结构及社会结构"类贫民窟"化。政府有必要通过制订相关公共政策,推动城市化村庄发展中的去"自发性与非正式性"过程,以达至抑制或缓解城中村"类贫民窟"问题的目的。
Viewing from the basic structure and function of ＂village in city＂ , currently we find the socalled ＂Slum-like＂ phenomenon is similar to urban slum in other countries. The logical sequence of this phenomenon is mainly that it is decided by the economic characteristics of city floating population and brings forward the demand of low-rent housing on living. But the formal low-rent housing supply seriously lags behind without meeting the demand of floating population and thus results in intense relation between low-rent housing and formal supply, while pushing the resolution to urban informal housing market. The suburban villages of a city, brought into urban development, evolve to city unofficial low-rent housing main suppliers and center of floating population, due to the function of institutional and non-institutional factors, especially the self-formation and displaying role of urban farmers＇ interests. It temporarily realizes self-balance multi-benefit and win-win system. However, these informal floating population centers are mainly generated from spontaneous urbanization and marketization. Lack of adequate involvement of public rationale, it involves under the ＂domination＂ of traditional village pattern and individual rationale, causing the ＂Slum-like＂ space structure and social structure.
