摘要
农民专业合作社发展迅速,但"野蛮生长"、虚假繁荣、质量低下、"假合作社"泛滥,偏离"成员共同出资、民主管理和惠顾返还"三大核心原则的性质异化极为普遍。异化原因很多,但政策诱变是根本性原因,在我国目前制度环境下,农民专业合作社性质异化具有必然性。必须将农民专业合作社作为普通市场主体平等对待,取消各种政策优惠,让其公平参与市场竞争,促进农业更好更快地发展。
While specialized farmers cooperatives are developing rapidly, there appear some common problems such as “barbaric growth”,false prosperity, low quality, the rampancy of “fake co-operatives” and the deviation from the three core principles which are “co-investment, democratic management and profit distribution”. Among all the reasons, the induction of policy is the key one. Under current institutional environment in China, the alienation of the nature of specialized farmers cooperatives is inevitable. The author thinks that the government should treat specialized farmers cooperatives as common market subjects, abolish various preferential policies and let the cooperatives participate fairly in market competition so as to help agriculture develop better and faster.
