摘要
随着社会的快速发展和流动人口的增加,我国的社区图书馆建设将会越来越重要。因此,社区图书馆的发展需要国家政策的保障、规范和调节。我国已发布的一系列政策提出了诸多社区图书馆建设的要求,尤其是《社区图书馆服务规范》和《公共文化服务保障法》。这些政策饱含基层公共图书馆服务思想,为发展社区图书馆提供借鉴。本文以时间为序总结图书馆相关政策法规中关于社区图书馆建设的要求,从而阐明政策体系的构建对社区图书馆的实践发展具有保障和推动作用。在此基础上,提出3点社区图书馆发展建议:体现本地区特色、关注弱势人群和加强空间的利用。
With the rapid development of society and the increase offioating population, the development of community library in our country will be increasingly important. As a result, policy is needed to protect, normalize and regulate community libraries. There is a series of policies associated with community library in China, particularly Community Library Service Specifications and Public Cultural Service Guarantee Law of the People ＂s Republic of China. These regulations and policies are useful ofgrassroots public library service, and can provide reference for the development of community libraries. This paper summarizes the requirements of library policies and regulations on community library construction, and clarifies that the policy promotes and protects the practice and development of community libraries. On this basis, the author puts forward three specific recommendations, including reflecting on the characteristics of the community, paying attention to the special groups, and strengthening the utilization of space.
