摘要
医疗设备公开招标采购是政府采购重要的组成部分之一,同时也是保证采购设备质量,提高采购效率,降低医疗成本的重要手段和措施,但在实际操作中,由于医疗设备公开招标采购涉及部门或单位众多,从标书的编制到最终设备的验收,任一环节都有可能出现问题,影响招标采购的进行,因此需要对每一环节进行监督管理。文章则针对医疗设备公开招标采购过程中的重点环节进行剖析,对其存在问题和原因进行分析,并从制度、程序、操作等方面加强对整个招标采购过程中重点环节的监督和管理,以保证采购设备的质量,确保医院的经济利益和社会利益不受损害。
Public bidding and purchasing of medical equipment is one of the most important components of government procurement. It is also an important means and measure to ensure the quality of purchasing equipment, increase the purchasing efficiency and reduce the medical cost. However, in practice, many departments or units were involved, from the preparation of the tender to the final acceptance of equipment, any link may have problems that affect the progress of the bidding and procurement, so the need for supervision and management of every aspect. This article analyzes the key links in the public bidding and purchasing process of medical equipment, analyzes the existing problems and reasons, and strengthens the supervision and management of the key links in the whole bidding and purchasing process from the aspects of system, procedure and operation, so as to guarantee procurement of equipment to ensure the quality of the hospital's economic and social interests are not compromised.
