摘要
城乡二元户籍制度改革是加快农业转移人口市民化进程、推进新型城镇化的一剂强效药,既可以减缓"城市病"亦可治疗"农村病"。随着此项改革制度的运行,其中的不足与缺陷也逐渐显现出来。通过分析户籍制度改革背景下农业转移人口市民化过程中的现实困境,即主要包括大城市落户门槛高,落户对象范围小;城乡差距缩小,落户意愿降低;农业转移人口流动性大,落户因素受影响;土地退出机制不健全等,进而提出促进农业转移人口市民化的对策和建议。
The reform of the dual urban and rural household registration system, which is a effective cure to accelerate the process of the citizenization of the rural transfer population and the promotion of the new urbanization, can slow down both the"urban diseases"andheal the"rural diseases". With the advancing of this reform, the deficiencies and defects are gradually emerging. By analyzing the predica-ments existed in the process of citizenization of rural transfer population under the background of the new system, including the exorbitantrequirements of settlement in the big cities, the small scope of settlement; the decline willingness thanks to the narrowing gap between ur-ban and rural; the limitation for the sake of large liquidity of rural population in cities; the imperfection of the mechanism of land withdrawal, and so on, then the countermeasures and suggestions to promote the citizenization of the rural transfer population have been put forward.
