摘要
国家持续加大强农惠农的投入支持力度,但涉农资金多部门下达、碎片化管理等问题日益突出,严重影响涉农资金的使用效益和效率。在分析我国财政对农业农村投入状况并总结提炼典型地区涉农资金整合实践的基础上,从涉农法律体系、体制机制、投资规模和方式、管理方法、统筹规划等方面探究整合财政农业农村投入的有效路径,提出应按照明晰政府与市场界限、各级政府事权和涉农部门权责的基本思路,深化县域资金整合,保证地方政府权责匹配;统筹协调各方利益,充分利用行政力量;增强地方自主权,合理界定资金整合边界;多种方式吸引社会资本,建立多元化涉农投入体系;建立健全监督体系,充分调动多方力量进行监督;落实项目评估,建立财政农业农村投资决策问责机制。
China has continued to increase the investmentand support for agriculture and farmers. But the multiple and fragmentation management of agriculture-related fund is becoming increasingly prominent, which seriously ＂affects the effectiveness and efficiency of the fund. On the basis of analyzing the present situation of China and summarizing the practice of type region, the paper explores the effective path of integrating financial investment of agriculture and rural from analyzing the agriculture-related legal system, mechanism, scale and mode of investment, management approach, overall planning and so on. The integration of financial investment of agriculture and rural should be made according to the basic idea of clear government and market boundaries, all levels of government power and his responsibilities to deepen the integration of funds and ensure the local government responsibilities, coordinate the interests of all parties and make full use of administrative power, strengthen party autonomy and reasonable definition of capital integration boundary, attract social capital using a variety of ways and establish a diversified agricultural investment system; establish and improve the supervision system and fully mobilize all forces to supervise the implementation of project evaluation, investment decision, implement the project evaluation and establish the accountability mechanism of the financial investment of agriculture and rural.
