摘要
界定、理解乃至感受"科学基金文化"一直都面临着巨大的困难。既有研究在其"应然"上的讨论也终难跳脱"提法政治"之嫌。在回顾理解科学相关文化之方法论的基础上,研究充分利用两次"科学基金文化"征文活动的"破坏实验","跟随行动者"去探究应征文稿中制度讲述背后的常人方法学。发现"科学基金文化"构成的本质性原则是同本位主义和平均主义的历史决裂。因此文化之所"非",如不是单位福利,不是纯"蓝色天空",不是衙门的信条远比其所"是"要来的重要。
Both policy and academic audiences find enormous difficulties in defining, understanding or even perceiving the so-called 'science funding cultures'. Existing research focused primarily on the 'ought to be' issues at the same time, couldn't help but increase the risks of 'formulation politics'. The 'to be' cultures were explored accordingly via the natural breaching experiments caused by the 'science funding cultures' essay activities as a result, basing on a careful review to the methodologies that were historically employed to study the science related cultures, where a simply 'follow the actors' strate- gy was applied. It is found that, the fundamental rule to constitute the 'science funding cultures' is to historically break from the departmentalism as well as equalitarianism. What the cultures 'are not' accordingly, the creeds of not being a welfare for some working units (Danwei), not being certain pure 'blue sky' research, and not being a government bureaucracy for example, would play a more important role than what the cultures 'are.
