摘要
目的:研究建立省级疾控机构公共卫生应急准备能力评估指标体系。方法:在文献回顾和小组讨论的基础上,以湖北省为例,进行两轮德尔菲专家咨询法,对专家积极程度、权威系数和协调程度进行评价,构建指标体系并计算各指标的权重。结果:共有18名专家参加咨询,两轮咨询积极系数很高,均为100%;专家权威系数均值大于0.7;协调系数W分别为0.176和0.251(P<0.05)。建立了由6个一级指标和53个二级指标组成的评估体系,各指标重要性、可操作性赋值均数≧3.65且变异系数<0.25。结论:构建的指标体系层次较分明且权重得当,涵盖了省级疾控系统公共卫生应急准备工作的各方面,具有较强的科学性和可操作性;该指标体系的专家权威系数、积极系数和协调系数较高,符合德尔菲法指标构建要求,结果信度高,适用性强。
Objective To establish a evaluation index system using a set of indicators to evaluate provincial CDC' S prepare a- bility for public health emergency. Methods The manuscript of evaluation indicator system for Hubei province was established based on literature review and panel discussion. A 2 - rounds Delphi process was conducted and the specialist Participating level, authority coefficient and Kendall' s W were calculated to assess the indicator system. The index system was constructed and the weight of each index was calculated. Results A total of 18 experts participated in the consultation. Two rounds of consultation have high positive coefficients, both of which are 100% ; the average coefficient of expert authority is higher than 0. 7 ; the coordination coefficients W were respectively 0. 176 and 0. 251 (P 〈0. 05). Conclusion The index system is hierarchical and moderate in number, covering all aspects of provincial CDC' s health emergency preparedness work, and has a strong scientific and operational; The specialist Participating level, authority coefficient and Kendall' s W of the index system are high, and meet the requirements of Delphi index construction, the results are stable and credible.
