摘要
基于考查德国德累斯顿职业健康研究所获得的有关德国职业健康方面的资料,分析了德国职业健康方面的主要经验,总结了德国在制定相关安全法规、优化工伤保险赔偿程序、设立厂医、严格选拔安全监察人员、科学培训安全专员和加强劳动监察员的监察执法力度等方面的成功经验,希望对我国职业安全与健康立法、完善工伤保险赔偿程序、安全培训、安全专员配置、设置厂医、构建工伤预防机制、赔付体系和康复体系协同保障制度体系等工作及安全人员职能科学划分有一定的启示和借鉴。
Based on the information of the German occupational health obtained from the investigation of German Dresden Research Institute of Occupational Health,The paper analyzed the major experiences of German occupational health and summarized the successful experiences on the related safety regulations,optimized work injury insurance compensation program,establishment on the factory clinic,strictly selected safety supervision personnel,scientific trained safety commissioner,enhanced law supervision enforcement of labor supervisor and others. The paper hoped that the above analysis and summarization would provide certain inspirations and references to the legislation of the occupational safety and health in China,improved work injury insurance compensation program,safety training,safety commissioner allocation,the factory clinic,established work injury prevention mechanism,compensation system and rehabilitation system coordinated protection system and the function division of the work and safety personnel.
