摘要
发达国家解决工作场所职业安全与健康问题的重要经验之一是建立和完善政府监管制度。本文从立法、监管体制、行政执法等角度系统分析了国外职业安全与健康监管现状及其成效,并结合我国正在推进的安全生产领域改革工作,提出了推进安全生产与职业健康统一立法、明确监管机构及其职责、改革调整监管方式等相关建议。
The establishment and improvement of supervision system is the important experience for developed countries to solve the problems on occupational safety and health.The article systematically analyzes the state and achievements of supervision on occupational safety and health in foreign countries from the angle of legislation ,supervision system and administrative law enforcement.Combining with the reform and development of work safety in China,this article proposes the following suggestions ：promoting the unified legislation of work safe and occupational health ,clearly defining the regulatory body and its responsibilities,reforming and improving the methods of supervision and so on.
