摘要
中国特色新型城镇化发展中,小城镇是统筹城乡的着力点和发力点。目前,小城镇建设中仍存在不平衡、不合理、不可持续的问题,阻碍着新型城镇化的进程。唯物辩证法联系的普遍原理和系统性原理要求协调发展注重发展的整体性、平衡性、关联互补性和可持续性。即统筹规划小城镇发展空间,提高土地利用效益;准确定位合理开发,培育壮大特色产业;完善小城镇的公共服务,加强环境保护制度建设;产业搭桥激发民间资本活力,拓宽融资渠道。突破小城镇建设的困境,建立可持续和谐发展的小城镇,驱动新型城镇化朝着人本化、持续化、生态化发展。
In the new path of urbanization with Chinese characteristics,the small towns are the key points in urban and rural areas as a whole. At present,inharmonious and unreasonable problems in the construction of small towns hinder the urbanization process. Ordinary principle of materialist dialectics and systematic principle requires coordinated development,which pays attention to the integrity,balance,complementary and sustainable development. Plan small towns development space as a whole,improve land use efficiency; develop it reasonably,cultivate strong characteristic industry; perfect small towns public services,strengthen the construction of environmental protection system; use industry to stimulate the civil fund,broaden financing channels. The sustainable and harmonious development of small towns is established,which drives the new urbanization towards humanism,sustainable and ecological development.
