摘要
以吉林省城镇化发展核心区域长春市为例,综合考虑城镇化发展与资源环境保护,采用空间分析与数理分析方法,通过城镇扩展适宜性评价确定城镇建设可利用土地资源规模,并将其与区域城镇化发展进入到成熟阶段对城镇建设用地的需求规模进行对比,从城镇扩展适宜性角度对区域城镇化发展成熟阶段的城镇建设用地保障情况进行分析。研究表明:长春市整体的城镇化发展对城镇建设用地的需求能够得到保障,但由于各县区城镇建设用地供需匹配度较低,导致部分县区城镇建设用地需求未能得到保障,使得长春市城镇建设用地保障呈整体保障有余、局部保障不足的状态。因此,城镇建设用地保障研究应同时注重整体和局部两方面,从不同尺度对城镇建设用地保障情况进行全面分析。
Urban construction land guarantee is one of the important problems faced by new-type urbanization, research on urban construction land guarantee is conductive to promoting future urbanization process more smoothly. This paper takes Changchun, the core area of urbanization development in Jilin Province, as an example to analyze urban construction land guarantee in urbanization mature phase from the perspective of urban expansion suitability, considering both urbanization development and resources-environment protection. Spatial analysis and mathematical analysis methods were applied to analyze the urban construction land guarantee ability, which was measured through contrastive analysis of the available urban construction land determined by urban expansion suitability evaluation and the demand of urban construction land in urbanization mature phase. The results show that: urban construction land demand of Changchun in urbanization mature phase can be guaranteed, but some counties can not be guaranteed due to poor matching degree of urban construction land supply and demand among counties, which leads to the urban construction land guarantee of Changchun in a state of extra guaranteed in the whole and not guaranteed in part. Therefore, urban construction land guarantee research should emphasize on both overall and partial, and conduct a comprehensive analysis from different scales.
