摘要
当前我国教育考试机构在考试命题与评价机制上主要存在两大问题:一是题库建设的科学性和技术含量有待提高;二是成绩报告方式较为单一,新评价技术应用不足。西方发达国家考试机构专业化的题库系统和技术,以及成熟的教育测量理论方法和经验提示人们,未来,教育考试机构命题与评价工作应该以"国家题库"建设为关键切入点,确立其在专业化转型工作中的核心地位,加强分项专题合作,顺序渐进、逐步完善题库质量水平;同时加强认知诊断理论技术的应用,以深入细化和动态化的方式报告考试分数,提升专业人员考试评价水平及社会公众对新测评技术的认知水平和接受度。
There are two major problems in the examination proposition and assessment mechanism of educational examination institutions in China. One is that the scientific and technological content of item bank construction. The other is that the way of examination report is relatively simple,and the application of new assessment technology is insufficient.The professional item bank system and technology, and mature theories and experience about educational assessment in western developed countries show that the examination proposition and education assessment should be revolved around the key point of constructing the “the national item bank”, established its core position in the professional transformation, strengthened the cooperation in subitem projects and improved the quality of the item banks gradually. Meanwhile, the technology of cognitive diagnosis theory is applied greatly, test scores are reported by dynamic methods, the level of professional examination assessment is enhanced,the acceptance and cognitive level of new assessment technologies in public are developed as well.
