摘要 提高林业生产要素配置效率是实现林业可持续经营的基本要求。运用三阶段DEA模型对中国30个省市2015年的林业生产要素配置效率进行测算的结果表明:如果不排除外部环境变量和随机变量的影响,综合效率水平被低估;中国各省区林业生产要素配置的综合效率水平较低,主要是由纯技术效率较低造成;各省市根据纯技术效率和规模效率来划分可以分为4种不同类型;自然资源是同其他林业资源一样同等重要的资源投入要素。针对林业生产要素配置效率的测算问题,三阶段DEA模型相比传统DEA模型的测算结果更为科学准确;各类型省市应该根据自身特点来制定后续林业发展规划;在后续研究中,可以尝试性地将自然资源纳入林业生产效率评价体系,以期获得更为科学合理的效率水平值。 ⑴Background——Under the macro background of ecological civilization construction,the main role of forestry development is increasingly reflected.Ecological construction has become a consensus problem in development.To improve the production factors allocation efficiency of forestry is the basic requirement of sustainable forestry.Therefore,the research on the allocation efficiency of forestry production factors has a very important significance of necessity and urgency at this stage.⑵Methods——The data were from the China Forestry Statistics Yearbook,China Statistical Yearbook and China Rural Statistical Yearbook,which were published in 2015.This paper analyzed the allocation efficiency of forestry production factors for 30 provinces and autonomous regions(excluding Tibet,Hong Kong,Macao,Taiwan)in China.Meanwhile,the three-stage DEA model was used to analyze the allocation efficiency of forestry production factors of 30 provinces in 2015.⑶Results——When the DEA-BCC Model considered the external environmental factors and random factors,the overall allocation efficiency of production factors is underestimated.The comprehensive efficiency in the adjusted DEA analysis results has some changes when compared with the original DEA analysis results.Namely there were 11 provinces still in the forefront of production but occurring a small adjustment.The overall allocation efficiency of forestry production factors is low and dominated by lower pure technical efficiency.The results of three-stage DEA model analysis shown that the comprehensive allocation efficiency value of forestry production factors is 0.746,pure technical allocation efficiency of forestry production factors is 0.832,scale allocation efficiency of forestry production factors is 0.884.So the overall level of allocating forestry production factors is low.With the pure technical efficiency and scale efficiency of 0.9 as a demarcation point,the 30 provinces and autonomous regions can be divided into 4 different types.So provinces should formulat
