摘要
推行教师交流轮岗是践行优质义务教育均衡发展的重要举措。天津市在实施教师交流轮岗过程中取得了一定实效:初步构建了政策体系;基本实现了骨干教师适度、合理流动;创新了多种形式的交流措施。但在实施过程中也出现了一些问题:信息传递不畅与认知、认同差异的矛盾突出;政策预期与制度不健全的困境共存;激励机制与教师诉求发生错位,等等。对于这些问题需要从制度保障、信息宣传、创新实践等方面逐步解决。
Teachers rotation is an important move to promote balanced development among schools providing compulsory education with a reallocation of premium teacher resources. Tianjin has seen its post rotating across schools yield some welcome results,e.g. the alternate-post system has been basically established,core teachers moved to other schools in an appropriate and reasonable fashion,and a variety of new communication measures were put in place. Some challenges,however,also cropped up when this system was being carried out,such as unsmooth information transfer,prominent divergence of cognition and recognition towards the system, the conflicts between great policy expectations and weak supporting system,and the mismatch between incentive mechanism and teachers' demand. To address these challenges,a healthy system as safeguard,wide propaganda of the policy's benefits,and innovative way of policy implementation are a must.
