摘要
党纪与国法是统一于宪法之下的制度规范,既具有同一性又具有相异性。党纪严于国法,国法高于党纪。全面推进依法治国,全面推进从严治党,意味着既要努力形成完备的国家法律规范体系又要努力形成完善的党内法规体系,既要坚持依法治国又要坚持依党纪治党,形成国法与党纪并存互促、相得益彰之格局,加快实现国家治理体系与治理能力的现代化。
As for the disciplines of the CPC and national laws, we know that they are both institutional norms under the rule of the Constitution. They have a close relation which has similarities and differences. Disciplines of the CPC are stricter than the national laws, while national laws have a higher position in the performance system. They both play an important role in comprehensively promoting the partyls construction and the rule of law. We should further perfect our system of national law and disciplines of the CPC, and strengthen the contact and communication between them. Through all these efforts, we can speed up the implementation of the national governance system and realize the governance capacity modernization.
