摘要
欧洲一体化进程是以成员国间逐步弱化边界管控为前提的,否则一体化将无法实现。从这个角度看,边界是理解欧洲一体化进程的重要参数。欧盟不断扩大及难民危机的爆发,使得欧盟边界及边界管控成为关注的焦点。要有效管控欧盟边界,首先必须弄清欧盟边界的性质,而要弄清欧盟边界的性质,则必须抓住欧盟边界的特点,只有抓住欧盟边界的特点,才能制定具有针对性的边界管控措施。本文在简要论述边界与欧盟边界概念的基础上,分析了一体化背景下欧盟边界的特点:内部边界在外部边界处得以体现,非边界地区具有边界性质,欧盟维护边防安全的触角超越了地理边界,心理、文化边界的阻碍功能凸显。
The precondition of European integration process is a gradual weakening of border controlsbetween Member States, otherwise integration will not be achieved. From this perspective, border is animportant parameter to understand the European integration process. With the continuous expansion anddeepening of EU, especially the refugee crisis erupted, the EU border and border control have become thefocus of attention. In order to control the EU border effectively, we must understand the nature of EUborders. In order to understand EU borders, we must seize the characteristics of the borders, then we maydevelop targeted border control measures. This paper firstly briefly discusses the concepts of boundaryand European Union borders, then analyzes the characteristics of EU borders under integration Back-ground： internal borders to be reflected in the external boundary, non-border areas with boundary nature,the security tentacles to maintain the EU border beyond the geographical boundaries, psychological, cul-tural boundaries show barrier functions.
