摘要
在国家建设双一流大学的背景下,高校仪器设备的招标采购数量不断增加,高效做好招标采购工作是一项艰巨的任务。分析了高校仪器设备招标采购的特点,要加强招标前的论证工作,以便预留充足的招标时间、写出高质量的招标文件;提出了加快招标采购进度的思路和措施及招标采购部分环节注意的事项,总结招标采购过程中的实践经验,探索高校招标采购的规律,提高采购效益,为高校的发展奠定基础。
Under the background of the national construction of the doubletop-elasses universities, the quantity of the bidding and purchasing of the instruments and equipment in university is increasing, such that the bidding and purchasing efficiently becomes a hard task. The characteristics of bidding and purchasing of instruments and equipment in universities are analyzed. It is necessary to strengthen the demonstration of eachtender in order to set aside enough time for bidding and write tender documents excellent. This paper analyzes the factors that influence the progress of the tender procurement and puts forward the thoughts and measures on accelerating the procurement schedule. The matters of attention in the part of bidding and purchasing are analyzed, and the practical experience in the course of bidding and purchasing is summarized. Bidding department and user departments should work together to improve procurement efficiency, which will lay afoundation for the development of universities.
