摘要
分析了招投标的特点,从建立招投标制度和机构,合理选择公开招标、邀请招标、单一来源采购三种招投标方式,开展招标、投标、开标、评标、中标和签订合同全过程活动,采用最低评标价法和综合评分法两种评标方法,资格后审核推荐中标人资质和资格,正确处理招投标中的有关质疑,建立黑名单等方面总结了仪器设备招投标过程中的实践经验,探索高校仪器设备招投标的规律。
From the viewpoint of establishment of the bidding system and institutions, this paper analyzes the characteristics of the bidding in colleges, deals with reasonable choicing open tenders, invitation to tenders, single- source procurement of three bidding. It also introduces the whole process that includes the bid invitation, tenders, bid opening, bid evaluation, bid and signed a contract the whole process activities. The lowest evaluation method and comprehensive scoring method are two bid qualification and eligibility, correctly hand practical experience of the bidding process evaluation methods. By post-qualification law, it audits the winning bidder les of bidding questioned, creates a blacklist. This paper summarizes the equipment, explores the college equipment bidding law.
