摘要
城市绿地系统规划作为城乡规划的核心专业规划之一,其编制技术随着经济社会形势的不断变化而渐趋成熟和完善。然而,在现实管理中,作为绿地管理依据的绿地系统控制性详细规划很少单独编制,且由于在绿地系统规划编制过程中对精细化的考虑不足,造成绿地系统规划管理及实施与相关规划衔接不到位、约束力不强、利益矛盾突出和生态品质低等问题。基于此,文章以长沙星沙新城为例,以精细化的思维方式针对性地提出了其绿地系统控制性详细规划编制的改进措施,并试图从对接相关法规及法定规划内容、细化现状绿地系统调查内容、建立三维绿量管理数据库以及制定刚性与弹性结合的绿地管理措施等方面进行了一些探索,以期使绿地系统规划得到更好的落地实施。
As one of the core domains of urban-rural planning, the compilation of Urban greenbelt system planning is getting mature with ic development. However, it rarely is carried out as a single plan. Traditional extensive compilation has caused problems such as the improper interaction and constrain of planning, interest conflict and poor ecological quality. The paper takes the greenbelt planning of Xingsha new town of Changsha as an example, puts forward the optimization method for urban greenbelt system regulatory planning, and explores assessment survey, hard and soft measurement and three-dimension green quantity management.
