摘要
基于社会发展的客观需要,在档案开放程序规制研究的基础上,提出档案开放问责,分析构建档案开放程序规制问责机制的重要性;提出问责的构成要素包括问责主体、问责客体、问责流程及责任追究方式;从明确档案行政管理机构问责主体的主导地位、问责督查常态化、疏通权利主体监督问责渠道、建立岗位责任评价机制及责任追究精准定位五个方面提出档案开放程序规制问责实施策略。
Based on the objective need of social development and the study of access to archive proce- dure regulation,the paper introduces accountabilityonaccess to archives. It analyses the importance of build- ing the accountabilityregulation on access to archives.The accountability of the elements includes the ac- countability of subject, object, procedures and accountability ways on the dominant. It puts forwardfives- trategies on accountability of access to archive procedure regulation, such as the establishment of archives administration accountability subject, accountability supervision normalization, supervision and accountability to dredge the channel of the subject of right, establish post responsibility evaluation mechanisms and ac- countability of precise positioning.
