摘要
根据对档案开放程序规制的理解,从规范行为与保障权益、理顺责权与落实责任、推动档案开放与信息公开三个方面阐述了档案开放程序规制建设的意义,并从立法风格、立法基石及要件、文本设计要求等方面探讨了档案开放程序规制构建的基本思路,以完善和优化现有档案开放制度体系中的责任规定。
Based on understanding the procedure regulation on access to archives, it devotes the importance of procedure regulation on access to archives by three aspects： ordering behaviors and protecting rights and interests, rationalizing powers and duties and enhancing liabilities, promoting access to archives and information publicity. And it explores the basic train of thought of con- structing procedure regulation from the legislative style, legislative foundation and eiements, text design requirements and other aspects, so as to improve and optimize the liability provisions of the existing system on access to archives.
