摘要
中国高校人事制度改革由来已久,其改革历程曲折坎坷。在高等教育社会化、全球化、产业化和社会发展趋势的今天,中国高校人事制度改革是高等教育改革的核心,高校教师聘任和考核制度改革是高校人事制度改革的核心。高校人事制度改革受阻,究其根源,改革过程中存在教学与科研、稳定与流动、增量与存量、规范与自由、保障与激励等二元悖论的博弈。高校人事制度改革破除改革困境,必须凝聚改革共识、抓住改革要害,做到"三位一体",这对预测其发展趋势和调解的方式至关重要。
The personnel system reform has a long history in China, and its process has twists and turns. At present, with sociali- zation, globalization and industrialization of higher education and the trend of social development, the China' s university personnel sys- tem reform is the core of the reform of higher education, the teachers of colleges and universities, and examination system reform are the key to the reform of personnel system in colleges and universities. Personnel system reform of colleges and universities has been hindered, and there are dual paradox games between teaching and scientific research, the stability and flow, increment and stock, specifications and freedom, security and incentive etc. To break reform predicament, the personnel system reform of colleges and uni- , it is crucial to forecasts its development trend and mediation meth-od.
