摘要
公安文化是公安作为一个职业群体、一个组织体系所共有的观念系统,是一个由警察个体与公安机关的价值观、信念、仪式、符号、处事方式、组织结构等组成的特有的文化形态[1]。公安文化具有约束、导向、凝聚等功能,这有利于提升警察个体素质,加强公安队伍建设,实现文化育警、律警,增强公安机关执法公信力。同时,健全公安新闻发言人机制,引导社会正确舆论导向,从文化层面构筑和谐警的民关系。
public security culture is public security as an occupation group, an organization system of common belief system, is an in- dividual by the police and the public security organs of the values, beliefs, rituals, symbols, way, organization of the Chinese culture and [1]. culture has public security constraints, orientation, cohesion and other functions and this is conducive to enhancing the quality of individual police, strengthen the construction of public security team, realize the culture of police education, police law enforcement, enhance the credibility of the public security organs. At the same time, improve the police spokesman system, guiding the society the correct guidance of public opinion, from the aspect of culture build harmonious police people relations.
