摘要
受2017年第10号台风"海棠"减弱低压和副热带高压共同影响,8月2日20时至5日8时,辽宁西部、东南部出现特大暴雨,全省气象观测站中降水量大于250 mm的有68个站,全省评估为一级暴雨灾害,属最严重级别。受此影响,辽西沿渤海岸及辽东沿黄海岸大型河流发生中小洪水,中小河流发生大洪水或特大洪水。从雨情、水情入手,分析防御此次特大暴雨洪水的方法方式,总结经验教训,为今后暴雨洪水防御工作提供借鉴。
Under the joint influence of less low pressure and subtropical high of Typhoon Haitang, extraordinary rainstorm occurred in the west and southeast parts of Liaoning Province from 20：00 of August 2 to 8：00 of August 5 in2017. Among 1612 meteorological stations in the province, there were 68 stations experiencing a precipitation bigger than 250 mm, which fall into the category of grade-I, i.e. most severe disaster according to evaluation. In the coastal areas of Bo Sea and Yellow Sea, large rivers experienced small to medium level floods, while middle and small size rivers suffered from big and super floods. Special analysis had been made on methodologies and approaches to protect rainstorm flood from the respects of precipitation and water condition, so as to provide valuable lessons for future defense of rainstorm flood.
