摘要
2016年1月1日至9月30日,江西省共出现12次强降雨过程,五大河流、长江九江段和鄱阳湖均发生超警戒水位洪水,防汛形势异常严峻,洪涝灾害严重。面对超强暴雨洪水,江西省各级防指始终把确保人民生命财产安全放在防汛抗灾工作的首位,及早部署、科学研判、提前预警、科学转移,取得了防汛抗灾工作的全面胜利。总结了江西省2016年水雨情、灾情、险情特点,介绍了防汛抗灾工作的主要做法和成效,分析了存在的问题,并对进一步做好防汛工作提出了建议。
From January to September in 2016, Jiangxi province experienced 12 heavy rainfalls that lead to serious flood disasters. The floods over the warning levels occurred in five major rivers, Jiujiang section of Yangtze River and Poyang Lake.The flood management and the emergency responses are challenged. In this paper, the characteristics of the heavy rainfalls and the emergency conditions are summarized, the measures and the successes of the flood management are introduced,and the inadequacies are analyzed as well. Eventually, the suggestions for improving the flood management are proposed.
