摘要
公共产品供给是"一带一路"倡议顺利推进的基础和关键。需要耗费大量资金,但目前"一带一路"沿线国家地缘政治复杂,制度环境各异,经济发展水平、技术标准和相关政策差距明显,国际公共产品供给风险控制能力有待提升,相关决策难以形成合力,急需建立公共产品合作协同供给机制,包括公共产品多元协同供给制度、公共产品协同供给决策机制和公共产品供给的风险协同控制机制。具体而言,可以建立公共产品协同决策平台,探索跨区域公共产品协同建设路径,厘清公共产品供给风险,探讨公共产品风险因素传导规律,建立公共产品风险分担机制,确定利益补偿方式和风险控制措施,构建多层次融资保障体系,优化民间资本与政府合作参与"一带一路"建设的政策环境,完善国际合作建设项目管理规划与治理机制,最终实现"一带一路"建设的政策沟通、设施联通、贸易畅通、资金融通和民心相通。
Public products supply is the base and key for us to smoothly implement the Belt and Road Initiative,which needs amount of capital. There are so many problems with the implementation of the Belt and Road Initiative in terms of geopolitics in countries along the Belt and Road,the different institutional environment,economic development level,technological standard,related policies,risk control in international public product supply and related decision-making. The need of public product cooperated and coordinated supply mechanism is in urgent,such as the diversified coordinated supply system,the coordinated supply decision-making mechanism,and the supply risk control mechanism. Specially speaking,we can establish the coordinated decision-making platform for public product,explore the cross-regional coordinated construction path,fully understand the related risk and risk transmission rule,establish the risk sharing system,determine the interests compensation pattern and risk control methods,construct the multi-level financing guarantee system,optimize the policy environment for PPP projects in the Belt and Road Initiative,and perfect the international cooperated project management and governance mechanism to realize the connectivity in terms of policy,infrastructure,trade,capital and popular feelings in the implementation of the Belt and Road Initiative.
