摘要
对流域水电开发企业的应急管理典型模式进行了介绍,并剖析了应急管理实践过程中有关水电企业集团内部、政府与企业在应急指挥界面、应急响应流程、处置权划分中存在的问题,还分析了专业应急救援技术应用、应急队伍建设、应急演练和应急培训等方面存在的问题,并提出了初步的解决办法,对政府部门与企业应急能力建设、以及政企共建、共享应急资源、提高应急救援能力具有一定的参考价值。
A typical emergency management model of river basin hydropower development company isintroduced, and the problems in emergency management practice on command interface, responding pro-cess, division of disposal right within company as well as between government and company are anal-ysed. The paper also analyses the problems of professional emergency rescue technology, team building,emergency drills and training, and puts forward a preliminary solution. The paper has reference value forgovernment departments and enterprises in building up emergency responding capacity, emergency re-sources sharing, and ability improvement of emergency rescue.
