摘要
发展应急产业是保护人民生命财产安全、维护社会稳定的内在要求。应急产业不同于普通产业而有其特殊性,其产品具有社会公共性、需求无规律性、高研发成本属性、专用性和可转换性。面对突如其来的新冠肺炎疫情,我国应急产业虽然发挥了巨大的作用,但也暴露出防疫物资短缺、关键应急设备产能不足等问题。本文基于应急产业的特性和我国应急管理新形势、新要求,提出"十四五"时期我国应急产业高质量发展应坚持政府引导、市场主导的基本导向,并从创新能力、发展环境、标准体系、军民融合等多方面加以推进。
The development of emergency industry is an inherent requirement for protecting the safety of people’s lives and property and maintaining social stability.The emergency industry is different from the ordinary industry with its particularities.Its products have social publicity,irregular demand,high R&D cost,specificity and convertibility.Chinese emergency industry has made great achievements in the face of the sudden COVID-19 outbreak,but it has also exposed many problems and challenges.Based on the characteristics of the emergency industry and the new requirements for emergency management,it is proposed that during the 14 th Five-Year Plan period,developing emergency industry should adhere to the basic way of government guidance and market dominance,and promoted from many aspects such as innovation capabilities,industry environment,standard system,and civil-military integration.
