摘要
海洋空间是一个"生命共同体",整体性地保护与开发才能发挥资源的最大效应。当前,各类海洋空间规划缺乏协调衔接,对海域、海岛、岸线的功能定位与开发导向时有冲突,加快推进海洋"多规合一"十分必要。从海洋空间规划体系演变机理及现状问题着手,研究海洋空间规划"多规合一"的可行路径。建议以海洋主体功能区规划作为顶层规划,并进行目标和空间管制方面内容拓展,建立"纵向协调、横向衔接"的"多规合一"海洋空间规划体系,建立完善的公共信息平台、规划管理体系、法律法规体系。
Marine space is a ＂life community＂,so only all-around protection and development can make full use of current resources. At present,all kinds of marine spatial planning lack coordination and cohesion and conflicts between functional localization to the sea,islands and shoreline and exploitation orientation occur from time to time,so accelerating the ＂Multiple-plan Coordination＂ is necessary. Starting from the evolution mechanism and current problems of marine spatial planning system,the thesis here will study available methods to realize the marine spatial planning of ＂Multiple-plan Coordination＂. Suggestion： taking the major function area planning of marine as the most important plan,expand contents in objective and spatial regulation,establish a marine spatial planning system of ＂Multiple-plan Coordination＂ with vertical coordination and transverse connection and establish a perfect public information platform,planning management system and law and regulation system.
