摘要
为应对保教费用不断上涨,弥补政府财政投入不足,减轻家长育儿费用的负担,英国政府自20世纪90年代起大力推行雇主支持儿童保教项目。以免税和免缴国民保险费为手段,鼓励雇主通过发放儿童保教券、购买定点学位和创办附属托儿所等方式为雇员提供一系列儿童保教支持。这些项目展现出专业性与全面性、多样性与自主性、福利性与普惠性的特点。
In order to cope with the rising cost of childcare,to make up for the lack of government financial investment and reduce the burden of parental childcare costs,Employer Supported Childcare was launched in 1990 s by Her Majesty＇s Government in UK. By tax and National Insurance Contributions exemption,the employers were encouraged to offer support in childcare to the employees through Childcare Voucher Scheme,Directly Contracted Childcare and Workplace Nursery. Showing the characteristics of professionalism and comprehensiveness,diversity and autonomy,welfare and delicacy.
