摘要
"一带一路"是中国全方位对外开放的新战略,它的着力点在于推行开放型经济,实现各国互联互通。文章构建了开放规模与程度的单一维度指标评价体系,然后运用主成分分析法对湖南开放型水平进行了评价。结果显示:(1)近几年湖南开放型水平提升较快,除少数地区外,大部分地区的开放型水平增长率都在10%以上;(2)湖南各地区开放型水平基本上由东向西逐步递减;(3)永州、怀化地区开放型水平增长速度排在全省前列,其开放型水平增长的源泉主要来自货物进出口量与实际利用外商直接投资额的增长。构建了开放型水平影响湖南经济增长的实证分析模型,实证表明,开放型水平对湖南省各地区的经济增长起到重要的促进作用,平均意义上开放型水平每上升1%,地区经济增长0.146%。最后,文章提出通过改善营商环境、继续推进友好城市建设、继续加大交通基础设施建设等政策建议,以此来推进湖南开放型经济。
＂The Belt and Road＂ is a new strategy for Chinese all-round opening up, its focal point lies in the implementation of the open economy, achieving the interconnection of all countries. In this context, this paper constructs a single-dimension index evaluation system about open scale and degree, and then uses the principal component analysis method to evaluate the level of openness in Hunan. The results show that： （1） In recent years, Hunan＇ s open level is rising rapidly. And except for a few areas, the growth rate of open level in most parts of Hunan province is more than 10%; （2） Basically, the opening level in every area of Hunan gradually decreases from east to west; （3） Yongzhou and Huaihua＇ s growth rate of open level is at the forefront of Hunan province, the source of its opening level growth is mainly from the volume of import and export goods and the actual use of foreign direct investment growth. In addition, this paper also constructs the open level of Hunan＇s economic growth empirical analysis model, the empirical test results show that the openness level plays an important role in promoting the regional economic growth in Hunan Province; on average when the openness increases 1%, regional economic growth increases 0.146%. Finally, this paper puts forward some policy suggestions such as improving the business environment, continuing to promote the construction of friendly cities, and increase transport infrastructure construction and etc., in order to promote the open economy of Hunan.
