摘要
文章利用2003—2015年中国27个工业行业的面板数据,将环境规制、产业集聚和能源效率纳入统一的分析框架,实证分析环境规制对能源效率影响的创新补偿效应和产业集聚效应。结果显示:境规制促进了重度污染产业的集聚,不利于中度污染产业集聚程度的提升,对轻度污染产业的影响不显著。当不考虑产业集聚效应时,环境规制降低了重度污染产业的能源效率,促进了中度污染产业和轻度污染产业能源效率的提升。当加入环境规制与产业集聚的交互项后,重度污染产业的产业集聚效应抵消了环境规制带来的负效应;中度污染产业的产业集聚效应阻碍了环境规制创新补偿效应的发挥,抑制了能源效率的提升;轻度污染产业的产业集聚效应未能显著地提升能源效率。
By use of the panel data of 27 industries in China from 2003 to 2015, this paper brings environmental regulation, industrial agglomeration and energy efficiency into a unified analysis framework, and makes an empirical analysis of innovation compensation and industrial agglomeration effect resulted from environmental regulation' s influence on energy efficiency. The study result finds that environmental regulation promotes the agglomeration of industries with heavy pollution, but hinders the de- gree of moderate pollution industries' agglomeration, and not significantly affects the light pollution industries; not considering in- dustrial agglomeration effect, environmental regulation reduces the energy efficiency of heavy pollution industries, and promotes energy efficiency of moderate and light pollution industries; after adding the interaction of environmental regulation and industrial agglomeration, the negative effects brought by environmental regulation is offset by industrial agglomeration effect of heavy pollu- tion industries; the industrial agglomeration effect of moderate pollution industries hinders the innovation compensation effect of environmental regulation, and restrains the promotion of energy efficiency; industrial agglomeration effect of slight pollution industries does not significantly improve energy efficiency.
