摘要
变废为宝、开发城市矿产是提升国家金属资源安全保障能力的重要途径,也是推进生态文明建设、建设美丽中国的必然要求。为此,需要进一步加快城市矿产开发的系统研究,从"如何科学认识城市矿产开发利用与国家金属资源安全的关系问题"和"如何有效开发利用城市矿产,提高国家金属资源安全保障能力"两个基本问题出发,对城市矿产开发机理、开发前景、开发模式、价值补偿以及开发政策等重点内容深入研究,构建城市矿产开发研究的理论架构。
Urban mineral is important for national security of metal resources , and is a certain claim of the ecological civilization strategy of building a beautiful China. For this purpose, system study of exploiting urban mineral should be further accelerated. This study focused on two basic prob-lems to carry out research , one is fr how to understand the relationship between urban mineral exploita-tion and national security of metal resources scientifically＂ , another one is fr how to exploit urban min-eral effectively and safeguard national security of metal resources＂. This study constructed a theoreti-cal framework of urban mineral exploitation covering five aspects ： development mechanism, develop-ment prospect, development model ,value compensation and development policy.
