摘要
公共手机充电桩存在的安全隐患,成了不法分子实施盗窃、诈骗、侵犯公民隐私权益等的帮凶。由于法律规定的疏漏,在防范、打击、定罪和追责上存在较大阻力。用户要提高安全意识,正确使用公共手机充电桩;法律层面应规范充电桩的设置,明确责任义务,确立案件侦查和定罪量刑的法律依据;公安机关网络安全部门应规范充电桩安全防护设置,建立检查举报制度,构建多警种、多部门合成精准防治体系。
There exist potential safety hazards in public mobile phone charging stations,which have turned into the tools for the criminal offenders to commit thefts,frauds and infringement of the citizens＇ privacy rights and interensts.The omissions in legal provisions gives rise to great resistance in precaution,crack down,crime conviction and responsibility claiming.Therefore,the users are expected to improve their safety consciousness and properly use public mobile phone charging stations.Legally,the public mobile phone charging stations shoud be standardized.Obligations and responsibilities should be explicit.Legal basis should be well established for case investigation and crime conviction.The public network security departments are expected to standardize the safety protection establishment of public mobile phone charging stations and develop checking the reporting systems so as to construct multi-police categories and multi-departments cooperating precision control system.
