摘要
文中基于粮食安全和生态安全的视角,构建评价指标体系,以内蒙古自治区为例,分别从"耕地资源条件、粮食种植情况、生态环境压力、社会经济发展压力"等方面选取指标对区域生产能力进行科学评估,并以评估结果为基础提出了基于粮食安全和生态安全的区域粮食生产布局分区。结果表明:耕地资源条件较好的主要集中在嫩江右岸区域、西辽河区域和河套-土默川平原区;粮食种植情况受耕地资源条件和市场及粮食种植意愿的共同作用的影响;生态环境压力较大区域不应盲目扩大粮食生产,需更多的考虑生态安全与粮食安全保障的可持续发展;快速的城镇化、工业化和人口集聚将对区域粮食产生较大影响。为保障区域粮食安全战略需在粮食生产能力评估的基础上对粮食生产布局进行科学合理的规划。
The grain production capacity assessment system for the Inner Mongolia Autonomous Region was con- structed based on food security and ecological security, and indicators of cultivated land resources, grain plant- ing, environmental pressure, social and economic development were selected. The results were as follows. The cultivated land resources in good condition are mainly concentrated in the plain area of Nenjiang river area, West Liaohe area and Hetao -Tumochuan plain area. Land resources, grain market, willingness to grow grain affect the regional food cultivation. We should consider the sustainable development of ecological security and food se- curity. Rapid urbanization, industrialization and population agglomeration will have a great impact on regional grain production. In order to ensure the regional food security, we should make scientific and rational planning for grain production layout based on the evaluation of grain production capacity.
