摘要
近年来我国开展了多个碳汇交易试点,碳汇交易在国际社会节能减排大环境和我国政府的支持下取得了较大的进展。海南省占有我国1.03%的林业资源,合理利用林业碳汇不仅仅符合我国节能减排的目的,而且可以给海南省当地居民带来不菲的经济收益。海南省建立碳汇交易目前需要解决经济和环境和谐发展,国内碳汇交易制度不完善和海南省当地带来的不便情况。推进海南省建立碳汇交易制度的思路是:明确碳汇交易主体,明确碳汇交易合同的属性,明确碳汇交易的主客体和建立碳汇交易中介第三方的服务机制。
In recent years, China has carried out a number of carbon sink trading pilot, carbon sequestration in the interna-tional community energy saving emission reduction environment and the support of the Chinese government has made great progress. Hainan province occupies 1. 03 % of China’s forestry resources,the rational use of forestry carbon sequestration is not only in line with the purpose of energy saving and emission reduction,but also to bring a lot of economic benefits to local residents in Hainan province. The establishment of carbon sequestration trade in Hainan needs to solve the problem of the harmonious development of economy and environment,and the inconvenience of the domestic carbon sink trading system and the local topography of Hainan province. To promote the establishment of carbon sinks trading system in Hainan is the idea： clear the main body of carbon trading, carbon trading contracts to clear the common property of the transaction contract, and the establishment of carbon trading intermediaries third party service mechanism.
