摘要
建立健全海洋生态补偿机制是实施江苏省海洋强省战略的需要。通过分析江苏省海洋生态环境的现状及其海洋生态补偿机制建设中存在的问题,提出了建立健全江苏省海洋生态补偿机制的对策建议:一是学习山东省经验,加快研究制定《江苏省海洋生态补偿管理办法》;二是建立江苏省海洋生态价值评价体系与补偿标准;三是多元化筹措江苏省海洋生态补偿资金;四是加强部门协同,建立江苏省海洋生态补偿的长效机制;五是建立江苏省海洋生态补偿效益评估机制。
Establishing and improving the marine ecological compensation mechanism is the need to implement Jiangsu marine province strategy. By analyzing the status and problems of marine ecological environment and its compensation mechanism in Jiangsn province, some countermeasures are proposed. First, it is needed to learn from Shandong province and formulate the Marine Ecological Compensation Management Regulations of J iangsu Province. Second, J iangsu marine ecological value evaluation system and compensation standards should be established. Third, diversified financing of Jiangsu marine ecological compensa- tion has its own necessity. Fourth, to establish a long-term mechanism of marine ecological compensation, the multi-sectoral coordination should be strengthened. Fifth, evaluation mechanism of Jiangsu marine ecological compensation benefits should be constructed.
