摘要
随着海洋油气勘探开发的强度日益加大,日常排污及其突发事故造成的海洋油气污染呈加重趋势。海洋油气资源开发的生态补偿作为解决生态成本的外部性问题和协调各相关方利益的有效制度安排,在实践中受制于政策供给、法律制度、管理体制和多方监督方面的现实困境,为促进海洋油气资源合理开发的同时实现海洋生态环境的有效保护和资源的可持续发展,需突破困境,厘清并提出完善我国海洋油气资源开发生态补偿的具体路径。
With the increasing intensity of marine oil and gas resources development, the pollution of marine oil and gas caused by daily discharge and sudden accidents is increasing.Eco-compensation of the marine oil and gas resources development is an effective institutional arrangement to solveexternality problems and coordinate the interests of all interested parties. But in practice, the Eco-compensation of the marine oil and gas resources development face such dilemma as compensation policies supply, legal systems, management systems, and the lack of effective supervision. In order to promote the effective protection and sustainable development of resource environment, we should break through the predicaments, clarify and put forward the specific path of improving the Eco-compensation of marine oil and gas resources development in our country.
