摘要
在深化科技体制改革、推动农业供给侧结构性改革的新形势下,进一步提升基层农技推广体系的服务效能,是当前一项紧迫的改革任务。文章以安徽省淮南市为例,通过实地调研和查阅资料,总结了当地农技推广体系改革建设的主要成效,分析了当前基层农技推广体系建设运行过程中存在的农技推广人员待遇偏低、农技推广人员队伍结构不合理、农技推广手段单一落后、农技人员参与经营性服务存在政策制约、农技推广服务主体的联结机制尚未贯通等问题。在此基础上,提出新形势下应健全农技推广机构的精准支持机制,强化条件能力建设;充分发挥高等学校和科研院所的作用,整合农技推广机构与科研教学单位的推广资源;探索多元化推广体系融合机制,鼓励农技人员领办或参与经营性农技推广组织;强化农技推广人才培养与储备,优化农科专业大学生的培养模式;加快农技推广服务信息化建设,提高农技推广服务的针对性和及时性等政策建议。
Under the new situation of deepening science and technology mechanism reform and promoting structural reform of agricultural supply side, it is now an urgent task to further improve the service efficiency of agricultural technique extension system at grass-roots level. In order to investigate the current situation and existing problems of agricultural technique extension system at grass-roots level in China, the authors conducted surveys and literature reviews targeted at Huainan City in Anhui Province. The major achievements of reform on local agricultural technique extension system were summarized. Problems were analyzed, such as low-payment of agricultural technique extension staff, irrational structure of extension talent team, out-dated and simple extension means, policy restrictions on participating commercial extension services, inefficient cooperation between extension stakeholders and so on. Base on above analysis, policy suggestions were put forward as follows： optimizing accurate support mechanism for agricultural technique extension institutions and strengthening construction of condition and capability; universities and scientific research institutions playing bigger roles and integrating relevant resources; exploring the diversification promotion system integration mechanism and encouraging extension staff to lead or work for commercial extension institutions; strengthening extension personnel training and reserve and optimizing cultivating modes of agricultural undergraduates; speeding up information construction of agricultural technique extension service and improving pertinence and timeliness of agricultural extension service.
