摘要
社区居民是美丽乡村建设的最终受益者。然而目前美丽乡村建设普遍存在着社区居民参与不足的现象。以福建省北部地区美丽乡村建设示范点为研究案例,通过开展随机抽样调查,构建社区参与美丽乡村的驱动力机制结构方程模型,研究结果表明经济效益、环境效益、对参与制度满意度、对政府信任感是影响社区居民参与的主要因素。美丽乡村建设存在包括多元参与机制不完善、持续推进驱动力不足、对居民需求分析不足,居民缺乏参与意识,效果评价体系不健全等问题。因此要构建多元主体共同参与的机制,成立美丽乡村规划建设委员会,调动当地居民参与积极性,提高政府机构信任感,提高美丽乡村综合服务水平,构建多元主体评价机制等。
Community residents are the beneficiaries of the beautiful countryside project. However, there are few studies on the mechanismand path of community residents＇ participation in the projects. This study takes the northern area of Fujian Province as the studysites. The sample survey showed that the economic and environmental benefits are the most important impact factors on community residents＊ participation, besides the public trust to government, indicating that the rural community residents perceive economic effect andpolicy more obviously. And underlying reasons were analyzed including the imperfect multiple participation mechanism lack of drivingforce, the insufficient analysis of the residents’ demand, lack of sense of participation of residents, the unreasonable evaluation system.The advice to improve the participation mechanism were put forward including establishing planning and construction committee, improvingthe participation mechanism, public trust to government, the comprehensive service level, and the multi-evaluation mechanism.
