摘要
高校R&D人力资源是开展R&D研究重要基础,也是科技创新重要引擎和原动力,掌握其特征和发展趋势,对指导高校提升科研能力和服务经济社会发展具有重要意义。本文利用"十五""十一五"期间安徽省高校R&D清查数据,从总体规模、活动类型等方面分析了R&D人力资源总体状况,利用SPSS分析了R&D人力资源投入与产出相关性,重点选取知识产权数、发表论文数指标对投入效益进行评价;选取发明专利申请数、SCI论文数指标阐述高校R&D人力资源在推动自主创新中的作用。据此,解析了安徽省高校R&D人力资源发展中存在的问题,提出发挥高等院校R&D人力资源投入在促进科技创新方面的建议。
The human resources of R&D in colleges and universities are important basis for R&D researchand important engine and driving force for science and technology innovation.It is important to master the characteristic and developing trend for guiding universities to improve their scientific research ability and service economic society development. In this paper ,through R&D inventory data of colleges and universities in Anhui Province during the 10th and 1 lth five-year plan period,the overall situations of R&D human resources in colleges and universities were analyzed from the aspects of overall scale and activity type.Using SPSS analysis method ,the correlation of input and output of R&D human resources was analyzed ,the number of intellectual property rights and published papers index were selected to evaluate the R&D human resource investment benefit, the number of patent applications and SCI dissertations were selected to explain the effect of R&D human resources in colleges and universitiesin promoting independent innovation.On the basis of analysis,the problems existing in R&D human resources developmentin colleges and universities in Anhui Province and the suggestions on promoting science and technologyinnovation were put forward.
