创新驱动发展与资源型城市转型——以四川省攀枝花市为例 被引量:7

摘要 当前资源型城市面临国际国内环境双重挤压,旧产能淘汰,新动能不足,新旧矛盾叠加,城市发展遭遇瓶颈。与此同时,国家提出创新驱动发展战略,旨在改变过去要素驱动和资本驱动的发展方式。攀枝花以资源产业为主导产业,是典型的劳动密集型和资本密集型产业,是创新改革的重点。创新驱动战略主要包括技术创新和制度创新,能够通过边际效应、产业集聚效应、结构优化效应、外部性效应推动资源型城市转型。以攀枝花为例,通过构建创新驱动资源型城市转型能力评价指标体系,运用熵权TOPSIS方法,对2005年—2016年攀枝花创新驱动转型能力进行测算,发现攀枝花在创新驱动和转型发展方面都有明显提升,但依然存在创新效率不高、创新成果转化不畅、创新机制不完善等问题,针对攀枝花创新驱动城市转型的问题提出攀枝花创新驱动发展的建议。 As resource-based cities are currently facing double pressure from both home and abroad characterized by obsolete old production capacity, insufficient new energy, contradiction between old and new and bottleneck in urban development, the state has proposed an innovation-driven development strategy, which aims to change the past development patterns driven by factor and capital. Panzhihua, dominated by resource industry which is a typical labor and capital-intensive industry, is definitely the focus of innovation reform. Innovation-driven strategy mainly includes technological and institutional innovations which aim to promote the transformation of resource-based cities through the marginal effect,industrial agglomeration effect, structure optimization effect and external effect. Taking Panzhihua as an example, this paper, through the construction of innovation-driven resource-based cities' transformation ability evaluation index system with the method of entropy weight TOPSIS, calculated the innovation-driven transformation ability of Panzhihua from 2005 to 2016, finding Panzhihua's significant improvement in innovation-driven and transition development. However,there are still such problems as low innovation efficiency,poor transformation of innovation achievements and imperfect innovation mechanism, based on which, suggestions on innovation-driven development in Panzhihua are also put forward.
